Q1. Can you provide me with a detailed grid map of the area which shows the position of your proposed urbanization relative to the city of Accra and the existing road system in between? Please indicate any proposed new main roads in the area.

A. The whole area currently under development

Q3. Are the properties for high income, middle income or low income earners?
A. Middle to high

Q4. What are the range of values of these properties in US dollars?
A. $150K to S350K

Q5. What amenities currently exist in the immediate area of your proposed urbanisation with respect to:
Schooling
Health care
Supermarkets
General stores
Hotels and their star ratings
Restaurants
Recreation facilities, including swimming pools etc.

 
   

A. None in immediate area. Local restaurants, hotels, clinics and shops exist on small scale. There are no public recreation facilities.

Q6. What transport facilities exist in the region - bus routes and their frequency to Accra and back.
A. Private transport and taxi
  

Q7. What is the road distance to the City centre and its banking facilities?
A. 10 Miles

Q8. What is the road distance to the International airport Accra and the journey time by taxi?
A. 15 miles, Journey time 30 to 60 minutes depending on traffic peaks.

Q9. Is there an adequate feeder road up to the proposed urbanistion area to facilitate both construction traffic and local residents of the area and has this road been adopted by the local council?
A. Feeder Roads in position. Not adopted by local council at present.

Q10.Do exisiting residential properties in the immediate area of your urbanisation enjoy:
    a. A reliable electricity supply
    b. Reliable piped water supply
    c. A mains sewage disposal infrastructure
    d. Telephone facilities

A. a. Services are currently being extended to area and will be in place by the time
       development commences.
    b. No water supply, but anticipated.
    c. No mains sewage, standard individual or estate septic tanks.
    d. Yes landlines currently being extended, mobile access already established.

Q11. If the answer to any of the categories in 10. above is " no", then what plans hcve the local authorities to provide such essential facilities and on what timescale? Is there written evidence of your answers to this question from the appropriate authorities?
A. See above.

Q12. Please fully detail the current local planning application procedures for a major
urbanisation development in the Accra area.

A. Estate layout and individual housing designs are submitted to Town Planning for
approval that they comply with zoning, layout and current quality standards.
Following T.P approval detailed drawings of individual buildings are submitted to local authority engineers for building permit approval.

Q13.PIease detail the current local banking procedures to be followed to enable funds from overseas to be remitted fund the project and comment on any restrictions placed on such transfers.
A. Standard international procedures. Approval has already been given to Waeco for remittance of foreign currency for investment.

Q14. Please forward a schedule of the availability of locally produced building materials required for high standard building and construction work including their unit local costs:
Cement
Building blocks
Lumber for shuttering etc. Price per board foot
Quality timber for internal and external carpentry work
Roofing tiles
Floor and wall tiles
Sanitary ware
Fitted kitchens
Doors and window frames - list materials available for these items
Swimming pool installations including filter / pump equipment etc.
NOTE: It is important that the quality of all of the above products is of suitable standard for a high class residential development.

A. All finishing items should be purchased overseas by developers, cement, building blocks, timber, some roofing tiles, available locally and prices can be supplied on request.

Q15. Indicate the availability and likely standard of the following building skills and their local cost per working hour/day.
    a. Block layers
    b. Carpenters - general building work
    c. Carpenters - high class internal fitting out work
    d. Plumbers
    e. Plasterers
    f. Electricians
    g. Unskilled labour

A. Reliable contractors are available to provide quality finishing. Current labour rates can be supplied on request.

Q16. Indicate the availability and likely standard of the following clerical and management skills and their likely local salary levels:
    a. Site foreman
    b. Project supervisors
    c. Project managers
    d. Clerks
    e. Secretaries

A. a, b, c as in Europe plus housing and transport facilities  d & e $300 per month.



Q17. In respect of local costs please advise:
    a. Local property and urban taxes *
    b. Cost of electricity
    c. Cost of water - both mains piped and by tanker
    d. Local and overseas telephone charges

Q18. In respect of foreign companies setting up in Ghana please advise:
    a. Current Local and Federal tax structures
    b. Availability and details of "tax breaks" for new companies setting up for the first time.
    c. Outline of costs incurred in establishing a local company
   d. Outline the procedures required to obtain permits for expatriate staff, the likely numbers to be permitted for a development of this size, their expected salary levels and the anticipated cost of housing them.

A. a. One standard income and company tax
    b. Up to 5 years tax holiday for specific business (hotels, factories)
    c. Minimal and Routine.
   d. Only fully qualified with specific expertise would be considered. Salary as in Europe plus a minimum $3000 per month for local expenses.


Q19. Comment on the security in the area of the project e.g. levels of local policing, private security companies and their costs, availability of high tech alarm systems and their back up facilities.
A. Private security companies plus high tech alarm systems available. Price negotiable. Local policing currently minimal.

Q20.1n respect of the availability of locally sold vehicles and giving the make and model:
    a. Cost of a typical small, medium family, and executive models
    b. Cost of a typical pickup truck - single cab and double cab.
    c. Cost of a 4 x 4 off road vehicle
    d. Cost of a full range of road haulage trucks.

A. As per mainland Europe, (mainly Germany, Holland, Japan). All models available.

Q21. Detail the availability and cost of the following domestic staff:
    a. House keeper / cook
    b. Gardener
    c. Security personnel
    d. Driver

A. a) $200 US per month.
    b) $I50 US (Minimum) per month.
    c) $200 US
    d) $150 US

Q22. Comment on the current local buying price of the following residential properties and relate price to "quality", number of bedrooms, bathrooms, reception rooms, garage facilities, staff quarters etc:
    a. Bungalow - single storey home - detached and duplex
    b. Double storey conventional style home
    c. Double storey villa of the Mediterranean style

A. a) 4 bed bungalow $ 150K to 200K with garage & boys quarters.
    b) S250K for same.
    c) S300K for same.
Note: Excluding the land costs / servicing costs we estimate that a current calculation for quality housing can cost around $750 US per square metre.
